Summary:

The production of bioenergy is dependent on the supply of biomass. Biomass production for bioenergy may cause large land use conversions, impact agricultural production, food prices, forest conservation, etc. The best solution is to use biomass that does not have agricultural or ecological value. Some of such unconventional sources of biomass are found within urban spaces. We employed Geographic Information System (GIS) and quantitative Life Cycle Assessment (LCA) methodologies to identify and estimate bioenergy potential of green roofs and other bioenergy options within urban areas. Net Energy Gain (NEG) and Energy Return on Energy Invested (EROEI) were used as indicators to assess the bioenergy potential of urban spaces within the Overijssel province of the Netherlands as a case study. Data regarding suitable areas were geometrically extracted from available GIS datasets, and used to estimate the biomass/bioenergy potential of different species with different yields per hectare, growing under different environmental conditions. We found that potential net-energy gain from built-up areas can meet 0.6–7.7% of the 2030 renewable energy targets of the province without conflicting with socio-ecological concerns, while also improving human habitat.

The aim of this study is to assess the potential amount of meadow wood (= wood growing on areas outside of forests) in Switzerland, how it is currently used and what gains and costs occur. The authors defined five sources for meadow wood (along roads, along rivers and lakes, urban green, hedgerows and agricultural areas). They used a GIS-model and conducted expert interviews for the data collection. The study showed that on 10 % of Switzerland’s area meadow wood is growing (400 000 ha) and that 420 000 t TS per year can be sustainably used. Over 80 % of the meadow wood is on urban or agricultural are and mostly in the region of the Swiss midland. Of today’s use only 54 % are used for energetic purposes, 39 % are left on the site and 7 % is used for material production. The profits and costs differ strongly between the regions. In some regions, the same material is sold and in others, disposal charges have to be paid.

In considering how to secure these benefits have been examined the wide range of evidence on the availability of sustainably-produced biomass feedstocks to UK users, the likely carbon impacts of bioenergy compared to possible alternative uses of the biomass resource; and the role of biomass in the energy system compared to other choices for low-carbon energy. The strategy also builds on analysis used for the Committee on Climate Change’s Bioenergy Review and includes the Coalition Government’s response to that review.

The Directive aims to promote transition from conventional (starch-rich energy crops) biofuels (with a risk of ILUC emissions) to advanced biofuels (that deliver substantial greenhouse gas savings and low-ILUC) and encourage a greater market penetration of advanced biofuels by allowing such fuels to contribute more to the targets in the RED than conventional biofuels.

The ILUC Directive sets a cap for biofuels produced from energy crops, however, it promotes a production and use of advanced generation biofuels.

References to the RED and FQD that sets out the sustainability criteria. The overall obejctive of the ILUC Directive is to limit ILUC.

In Recital 7 it is recognised that “advanced biofuels, such as those made from wastes and algae, provide high greenhouse gas emission savings, with low risk of causing indirect land use change, and do not compete directly for agricultural land for the food and feed markets. It is appropriate, therefore, to encourage greater research, development and production of such advanced biofuels as they are currently not commercially available in large quantities”. Recital 15 states that “biofuels made from feedstocks that do not lead to additional demand for land, such as those from waste feedstocks, should be assigned a zero emissions factor.” Article 2(1)(p) establishes that ‘waste’ shall be defined as in Article 3(1) of Directive 2008/98/EC. Article 2(2) explains that when setting policies for the promotion of the production of advanced biofuels, MS “shall have due regard to the waste hierarchy as established in Article 4 of Directive 2008/98/EC, including its provisions regarding life-cycle thinking on the overall impacts of the generation and management of different waste streams”.

The Directive sets environmental criteria for fossil fuel components such as petrol and diesel. It also determines the permitted level of emissions derived from fossil fuels and includes GHG emission reduction target.

The FQD determines permitted GHG emissions level and reduction targets from fuels. It also sets a sustainability criteria and describes mass-balance system (same as the RED).

Art. 7b sets out sustainability criteria for all biofuels produced or consumed in the EU to ensure that they guarantee real GHG savings and protects biodiversity. Art. 7b.1 defines that biofuels produced from waste and residues, other than agricultural, aquaculture, fisheries and forestry residues, need only fulfil the sustainability criteria in relation to the GHG savings. Art. 7c defines a mass balance system, which allows consignments of raw material or biofuel with differing sustainability characteristics to be mixed and requires information about the sustainability characteristics and sizes of the consignments. (same as the RED)

Art. 7a.2 sets a requirement on fuel suppliers to reduce the GHG intensity of energy supplied for road transport by up to 10 % by 2020 (Low Carbon Fuel Standard). This reduction shall consist of: (1) 6 % by 2020 with the intermediate targets: 2 % by 2014 and 4 % 2017; (2) 2% by 2020 to be achieved through: “the supply of energy for transport supplied for use in any type of road vehicle, non-road mobile machinery (including inland waterway vessels), agricultural or forestry tractor or recreational craft” and/or “the use of any technology (including carbon capture and  storage) capable of reducing life cycle greenhouse gas emissions per unit of energy from fuel or energy supplied”; (3) 2% by 2020 to be achieved through the use of credits purchased through the Clean Development Mechanism of the Kyoto Protocol, under the conditions set out in Directive 2003/87/EC.

The best location for the sitting of a biomass plant inside a territory requires as input data the energy potentials of the territory. Up to date the area outside the territory under assessment has not been considered, and the territory was studied as an island. The paper summarizes the results of using different spatial resolution degrees for the area surrounding the Spanish Teruel province (NUTS 3). Residual biomass from woody crops pruning has been estimated inside the province of Teruel using the geographical resolution of the Corine Land Cover. The resources evaluation for the area surrounding Teruel province (50 km in straight line) has been carried out at four levels of spatial resolution: no biomass in the surroundings, biomass per province (NUTS3), biomass per municipalities (NUTS5), and biomass assigned to the Corine Land Cover land use characterisation. The sum of the potential biomass in a 50 km-radius circle has been calculated for every point inside the province of Teruel per resolution scale. A comparison among the cases has been carried out by qualitative and quantitative observations. The results have shown the essentiality of the surrounding areas when searching for the maximum potentials in a territory. Pontevedra could carry out a project to use biomass from roadsides for energy purposes if the initiative proposed by the Workers’ Commissions succeed. The trade Union asked the Council, to which are attributable 2,200 km of roads, to launch the initiative.

The plant would produce energy and fertilizers or both at the same time. It would also treat the biomass residues from different centres and farms of the provincial agency. Additionally it would process the residues from the forest cleaning, agriculture and vineyards.

The residues from the roadside cleaning are many times abandoned in site and therefore become a dangerous fuel in case a fire starts.

A decree law passed in 2002 paved the way for establishing prices and premiums for purchasing electricity from qualified producers. Qualified producers are those that produce electricity from renewable energy sources, or in facilities with higher than average efficiency for combined heat and power.

Under the scheme producers can choose to receive either fixed feed-in tariffs or premium feed-in tariffs from the network operators. A Purchase Agreement is concluded, valid for 10 years. According to the Law on Energy, the uniform annual prices and premiums are set at least once a year. Feed-in tariffs and premiums are differentiated in terms of both technology and size. In 2006, the size differentiation was removed for solar energy, and increased the tariff and premium for biomass. Producers can also choose to adhere to a double tariff system, whereby either the tariff or premium amount varies according to season and time of day. This system is advantageous to producers that can adapt their production.

As of January 2012, new rates for the feed-in premium allocated to renewable power producers on top of the electricity price for technologies have been adjusted. Premiums for all technologies and for plants smaller than 5 MW were increased, except for biomass and CHP. Tariffs for solar PV projects greater than 5 MW were reduced and increased for biomass and CHP. Due to a change in legislation (Off. Gazette, 43/2011) biogas plants connected to the grid after 1. 7. 2012 that use 40% or more of primary agricultural produce (e.g. corn) are not entitled to receive support. If they use less than 40% but more than 25%, then the variable part of the reference costs are set at 70 %.The variable part of feed in tariff in case of solid biomass shall be adjusted in line with changes to the prices of wood biomass (contained in the forecast published by the Energy Agency of the Republic of Slovenia).

Under the current technical and technological and politico-economic conditions, the energetic use of landscape material via biogas and combustion in small and medium combustion plants or large combustion plants are appropriate ways. Both pathways require further procedural and logistical improvement.

The energetic use of landscape material is currently in Saxony barely realized. Especially in biogas plants, energy use with small technical changes would be possible. However, the political and economic conditions contradict such use.

Pruning urban forests generates significant amounts of lignocellulosic biomass every year. The energy potential of this biomass is unclear. The aim of this research was direct analysis of the gross calorific value (GCV), elemental composition and moisture content of Morus alba L., Platanus hispanica  Münchh. and Sophora japonica L. by means of laboratory equipment.
